Governance of Adult Education in California

Adult Education in California is governed through a collaborative framework developed over the past decade. In 2013, the California Legislature passed Assembly Bill 86 (AB 86), which provided funding to 70 regional consortia—including ours—to develop plans for delivering adult education in their regions. This laid the foundation for what would become the Adult Education Block Grant (AEBG) through the passage of AB 104 in 2015. The California Community Colleges Chancellor’s Office (CCCCO) and the California Department of Education (CDE) jointly oversee the program, which was renamed the California Adult Education Program (CAEP) in 2018. Further expanding the scope of adult education, AB 2098, passed in 2018, introduced Immigrant Integration metrics into program outcomes. Our consortium operates within this governance structure, ensuring alignment with state priorities and serving the diverse needs of adult learners in our region.
