Employers’ Training Resource (ETR)

Employers’ Training Resource (ETR) is Kern County’s Workforce Development Board, connecting local businesses with qualified workers while supporting individuals in gaining the skills they need to succeed. As a vital partner of the Kern Adult Education Consortium, ETR helps bridge adult education and employment by offering job readiness workshops, training funds, and career services aligned with industry needs.

Proteus, Inc.

Proteus, Inc. is a community-based nonprofit organization dedicated to providing education, job training, and employment services to underserved populations, including farmworkers and low-income individuals. With a strong presence across the Central Valley, Proteus supports adult learners in developing the skills and certifications needed to secure stable, meaningful employment.

TulareWORKs

TulareWORKs, a division of the Tulare County Health & Human Services Agency, provides employment services, education referrals, and public assistance programs to families working toward self-sufficiency. As a key partner, TulareWORKs connects adult learners with the resources they need to overcome barriers and succeed in both education and employment.

Family HealthCare Network (FHCN)

Family HealthCare Network (FHCN) is a nonprofit network of community health centers providing comprehensive healthcare services to underserved populations across the Central Valley. With a commitment to improving the quality of life in the communities they serve, FHCN plays a vital role in supporting adult learners’ access to health, wellness, and career opportunities in healthcare.

Kern County Human Services

Kern County Human Services plays a vital role in supporting adult learners through services that promote family stability and workforce readiness. As a consortium partner, they provide CareerScope assessments, learning disability evaluations, and individualized counseling to help participants identify career paths and overcome learning challenges. Their Family Stabilization Program (FSP) offers essential supportive services such as transportation, child care, and work-related resources, including access to technology. Through programs like Cal-Learn and Welfare-to-Work, they empower individuals to gain skills, enter employment, and transition to self-sufficiency.

Workforce Investment Board of Tulare County

The Workforce Investment Board (WIB) of Tulare County is a key partner in advancing adult education and workforce development across the region. Through its Employment Connection system, WIB offers comprehensive services including career coaching, job readiness workshops, training scholarships, and hiring events to connect job seekers with employment opportunities. For businesses, WIB provides recruitment assistance, employee training programs, and labor market insights to support economic growth. By aligning education and employment services, WIB plays a vital role in preparing a skilled workforce that meets the needs of local industries.

Employment Connection

The Porterville Employment Connection Center, located at 1063 W. Henderson Avenue, serves as a comprehensive resource for job seekers and employers in Tulare County. Operated by Community Services Employment Training (CSET) and part of the America’s Job Center of California (AJCC) network, the center offers personalized career coaching, job preparation workshops, and access to training programs and scholarships. Job seekers can utilize resource rooms equipped with computers and internet access, participate in hiring events, and receive assistance with resume writing and interview skills. Employers benefit from services such as recruitment assistance, employee training programs, and labor market insights. By aligning education and employment services, the Porterville Employment Connection Center plays a vital role in preparing a skilled workforce that meets the needs of local industries.
